疗养院获多少拨款 或与病人康复效率挂钩

  疗养院是否能获得更多拨款,就要看它是否能帮助病人恢复一定程度的自理能力出院;卫生部计划改变对疗养院的拨款模式,以鼓励疗养院更积极推动有助病人康复出院的计划。

  卫生部长许文远指出,用来评估疗养院表现的一个重要绩效指标(KPI)会是病人需住院多久。他指出,他明白不少入住疗养院的病人病情相当严重,要疗养院帮助所有病人恢复一定程度的自理能力出院不太可能,但他希望至少有一半能做到这点。

  本地目前有63所经注册、由私人机构或志愿福利团体管理的疗养院。许文远指出,要在一夜之间推动所有疗养院改变运作思维不容易,他希望能利用当局将重建和新添设的六所疗养院来推展试验计划,改变人们认为“疗养院”也是“养老院”的印象。

  他指出,目前的情况是,大多入住疗养院病人病况没有获得改善,不少在疗养院住到终老,他希望能推动疗养院为病人提供更密集的复健疗程,让病人朝康复方向迈进,最终能回家。

  他指出:“要(疗养院)取得更好的绩效,我们必然需要增加对它们的拨款,相反的,要是疗养院只是负起监护病人的责任,那所得拨款必然不同于那些积极安排医生和物理治疗师给病人做复健,帮助病人恢复自理能力的疗养院。”

  许文远昨天是在为卫生科学局新开设的兀兰捐血站主持开幕后,接受记者访问谈到卫生部新财政年计划时这么说。他指出,除了加强帮助病人控制好慢性疾病,当局也将着重推展各种计划,帮助入住医院或疗养院的病人康复回家。

    SINGAPORE : Singapore's Health Minister, Khaw Boon Wan, said the length of stay in nursing homes here should be reduced from years to months.

    In his latest blog entry, he said nursing homes in Australia work to help patients return home within months, and asked why this could not be done here.

    Understanding that patients here prefer ageing at home, he said there needs to be a new emphasis here on rehabilitation and functional recovery as opposed to long-term custodial care.

    A change to a home-centric approach will mean nursing homes will have to think more about helping patients maintain contact with their families.

    This will translate into more frequent daily visits and even weekend home leave arrangements for patients.

    He said the first step towards this change has already been taken, with the set up of the one-year-old Agency for Integrated Care (AIC).

    An Aged Care TransitION programme under the AIC now helps patients transit from the hospital back into their homes and communities.

    Mr Khaw also wants the six new nursing homes that will be built over the next five years under the Nursing Development Programme to adopt this approach.

    Changing the image of nursing homes

    NURSING homes could be known as convalescent homes in future, said Health Minister Khaw Boon Wan on Wednesday.

    He said rebranding them could lead to a shift in thinking on the role that these facilities ought to play.

    Mr Khaw has always emphasised that nursing homes should help rehabilitate patients so that they can function well enough to go home.

    Asked what is in store for this year's health budget, he said nursing homes were one area that could receive a boost.

    He said he wants to see a major shift from institutional to home-based care, although he acknowledged that this kind of care is more challenging for nursing homes to adopt.

    'We can't change the whole industry overnight. We are building six nursing homes, I'm really keen to see how these can be a different kind of nursing home,' he said.

  3. 部長的出發點也許是好的,卻讓我聯想到了車子維修中心 - 車子壞了,送到維修中心去修理,修好了就拿回家,如果花了很長的時間還是無法修復,對不起,麻煩車主另請高明,維修中心是不會替車主安頓有問題的車子的。

    我對醫療體制的認知不深,但總覺得:每個人都是一個生命,在療養院接受治療時,獲得的不一定只有”身“的照顧,”心“也一樣可以得到關注啊⋯⋯

    部長的提議不失為有效率的做法,可是聽起來卻有不近人情的冷漠 :(

  5. 毕竟我们是有血有肉的人,不是车子。而且把人转介来疗养院的是Agency for Integrated Care (AIC),是卫生部的单位,他们应该有把关的责任。我会另外说明。

  7. 我不太能接受这种处理方式,
    这基本上跟学校只要精英的制度类似。
    要知道疗养院并不是普通医院,
    除了身理还要心理。
    跟昀燕一样虽然了解不深但还是觉得这做法不近人情。

  8. 疗养院本身不可能不处理住民的身心各方面的问题,毕竟住民是长期住在疗养院。很多身理问题跟心理问题是相关的。至于能够投入多少资源是另外一个问题。

    有些问题很难三言两语说清楚。要谈可以PM我。
